Your UPI payment failed, or sits on “pending”, but the money has left your account. Don’t panic, and don’t pay again yet: under RBI rules, a failed transfer to a person must be reversed by the next working day (T+1), and if the bank misses that deadline, it owes you ₹100 for every day of delay, credited automatically.
There’s one situation where the clock is longer, and it’s the one most of us hit at a shop counter. Section 3 explains it.
⚡ Key takeaways
- Failed UPI transfer to a person: money must come back by T+1 (T = day of the payment).
- Failed payment to a merchant: the merchant side has until T+5.
- Miss the deadline and the bank pays ₹100 per day of delay, without you asking (RBI circular, 20 Sep 2019).
- Never pay twice while it’s “pending”. Wait, check, then decide.
- Still stuck? Complain in your UPI app, then to your bank, then to the RBI Ombudsman.
Why a UPI Payment Fails After the Money Leaves
A UPI payment passes through your bank, the payment app, NPCI’s network and the receiver’s bank. If one link times out or a server goes down mid-way, your account can get debited while the receiver never gets credited.
That’s a “failed transaction” in RBI’s language: one that wasn’t completed for reasons that aren’t your fault, like a communication link failure or a session time-out. It can happen on any app and any bank, and it isn’t something you did wrong.
The good news is that RBI has set hard deadlines for these. The RBI circular of 20 September 2019 on turnaround times (TAT) covers UPI, IMPS, cards and more, and it has applied since 15 October 2019.

What RBI Says: Refund Deadlines for a UPI Payment Failed
Here are the UPI and IMPS rules from the RBI circular, in plain words.
| What went wrong | Deadline to fix it | If they’re late |
|---|---|---|
| UPI transfer to a person: you were debited, they weren’t credited | Reversed by T+1 | ₹100 per day of delay after T+1 |
| UPI payment to a merchant: you were debited, the shop didn’t get confirmation | Reversed within T+5 | ₹100 per day of delay after T+5 |
| IMPS transfer: you were debited, they weren’t credited | Reversed by T+1 | ₹100 per day of delay after T+1 |
T is the day of the transaction. RBI says these are outer limits, and banks should aim to fix things faster.
Two details people miss
- Compensation is automatic. The circular says it must be credited to your account without a complaint or claim.
- It’s for domestic payments only. Both sides must be in India.
💡 Pro tip
Take a screenshot of the failed or pending screen, with the amount, date, time and UPI reference number. If you ever need to complain, that one image saves you a lot of back-and-forth.

When you pay a shop, petrol pump or online store and it fails, the rule is T+5, not T+1. So the money can take up to five days to return, and the ₹100-a-day compensation only starts after that.
⚠️ Watch out
At a shop counter, a failed payment creates an awkward choice. If you pay again by cash or another UPI app, you might end up paying twice until the first one reverses. Ask the shopkeeper to check their own app or soundbox first. If nothing came through, paying again is fine, but keep your screenshot.
Shopkeepers, the reverse also matters: never accept a customer’s screen as proof of payment. Our guide on spotting a fake UPI payment screenshot explains why.
What to Do, Step by Step
Follow this order. Most cases are solved by step 2.
- Check the status in your app. “Pending” means wait; “failed” means the reversal process has started.
- Check your bank balance after a few hours. Many failed payments reverse the same day.
- Don’t retry to the same person straight away if it says pending. A pending payment can still go through.
- Raise a complaint in the UPI app. GPay, PhonePe, Paytm and bank apps have a help or “raise dispute” option on each transaction.
- Contact your bank if the T+1 or T+5 deadline passes, and quote the UPI reference number.
- Escalate to the RBI Ombudsman. If the bank doesn’t fix it within the deadline, RBI’s circular says you can complain under the Integrated Ombudsman Scheme, 2021, at cms.rbi.org.in.

UPI Limits: Why Your Payment Might Be Blocked Before It Fails
Sometimes a payment doesn’t fail; it’s refused because you’ve hit a limit. This shows up a lot before Dhanteras, when people buy gold and electronics.
The standard UPI limit for person-to-person transfers is ₹1 lakh a day. From 15 September 2025, NPCI raised limits for some merchant categories, as reported by Digit:
| Category | Per payment | Per day |
|---|---|---|
| Person to person | ₹1 lakh total | ₹1 lakh |
| Jewellery | ₹2 lakh | ₹6 lakh |
| Credit card bill | ₹5 lakh | ₹6 lakh |
| Insurance and capital markets | ₹5 lakh | ₹10 lakh |
| Travel bookings | ₹5 lakh | ₹10 lakh |
| Loan and EMI collections | ₹5 lakh | ₹10 lakh |
Your bank can set a lower limit than NPCI’s, so check your bank app’s UPI settings before a big buy. If you plan a gold purchase for Dhanteras, read our guide to digital gold vs gold coins first.

Our Verdict
✅ Our verdict
A UPI payment failed with money debited is annoying but almost always fixable. Wait one working day for transfers and five for shop payments, keep your screenshot, and complain in this order: app, bank, RBI Ombudsman. If your bank is late, check for the ₹100-a-day credit; it should arrive without you asking.
The ₹100-a-day rule is easy to miss because you never have to apply for it. Now you know to look for it.
Frequently Asked Questions
How long does a failed UPI refund take?
For a transfer to a person, RBI’s deadline is T+1, the next day after the transaction. For a payment to a merchant, it’s T+5.
What if my UPI money isn’t refunded in time?
The bank must pay ₹100 a day for each day of delay beyond the deadline, credited automatically. If that doesn’t happen, complain to your bank and then to the RBI Ombudsman at cms.rbi.org.in.
Should I pay again if UPI shows pending?
Not straight away. A pending payment can still go through. Ask the receiver to check their account first.
What is the UPI limit per day?
₹1 lakh a day for most transfers. Some merchant categories have higher limits since September 2025, such as ₹6 lakh a day for jewellery. Your bank may set a lower cap.
Is a failed UPI payment a fraud?
No. It’s a technical failure and the money comes back. If money left for a payment you didn’t make, call 1930.
The Bottom Line
When a UPI payment failed but money got debited, the rules are on your side: T+1 for transfers, T+5 for shops, and ₹100 a day if the bank is late. Screenshot it, wait the deadline out, then escalate. For more on keeping UPI safe, see our UPI Lite guide.
